Steel Frame Construction Monitoring - Quality Assurance and Inspection for Engineers
Including Certificate in Steel Frame Construction Monitoring
Engineers are responsible for independently verifying the quality of steel frame construction, however, many of issues they must consider receive little to no coverage in typical engineering education or training.
Jointly developed by Steel Construction New Zealand and HERA, this 1½ day course is aimed at equipping professional engineers with the necessary skills and technical knowledge to monitor steel framed construction. The course is especially relevant to designers and engineers whose roles include construction review and the management of steelwork compliance inspection. It employs a “learn and apply” format comprising presentation material, practical demonstrations, and hands-on experience.
Key aspects to be covered:
The course will be based on the following standards framework: NZS 3404; AS/NZS 5131; AS/NZS 1554 Part 1, 2 and3; AS/NZS ISO 3834; AS/NZS ISO 17637; AS/NZS 9606.1; and AS/NZS 2980, as well as relevant ISO, EN, and AWS standards.
On the completion of the course, attendees will be able to confidently apply welding and fabrication industry knowledge to monitor steel frame construction related projects. In addition, professional engineers will have the opportunity to complete an examination to achieve a Certificate in Steel Frame Construction Monitoring.

Kevin Cowie | SCNZ Senior Structural Engineer
Kevin is a chartered professional engineer (CPEng), a member of Engineering New Zealand and a member of Standards Australia Committees BD001 Steel Structures, BD023 Composite Construction, and ME029 Fasteners. Kevin was on the committees which developed NZS 3404.1:2009 and TS 3404:2018. He is actively involved in the Steel Fabrication Certification (SFC) Scheme and is a director of HERA Certification Ltd. Kevin is responsible for technical development at SCNZ and is the author of several New Zealand steel industry design and compliance publications.
Alistair Fussell | SCNZ Consultant and Senior Structural Engineer, Director of Tangent Consulting Ltd
Alistair has over 30 years’ years structural engineering experience including 19 years working for various consulting engineering practices and 11 years for Steel Construction New Zealand. He is a chartered professional engineer (CPEng), a member of Engineering New Zealand, and a member of the Standards Australia BD 023 Committee: Structural Steel. Alistair is the author of several New Zealand steel industry design and compliance publications and he manages his own engineering consultancy business.
Zahid Hamid | SCNZ Structural Engineer
Zahid graduated with a Master of Engineering from the University of Auckland in 2012. Before joining SCNZ, he worked at a Civil/Structural consulting engineering firm, designing residential and light commercial steel buildings. Zahid contributes to SCNZ’s specialist consulting services and standards work as well as to the development of technical design guides. He also mans the technical helpdesk, providing vital information and support to the steel construction industry.
Alan McClintock | HERA Senior Welding Engineer
A qualified welder, Alan is also a welding supervisor and inspector IWI-C, and an IIW Welding Technologist. He has considerable experience with New Zealand and Australia welding related structural standards and related quality control procedures. Alan is a lead auditor for Steel Fabricator Certification (SFC) Scheme.
Volkan Yakut | HERA Senior Welding Engineer
Volkan is an international welding engineer (IIW) with expertise in the field of defence, shipbuilding, and oil and gas. He holds Level 3 NDT qualifications for UT and Level 2 qualifications for RT, MPI, PT and VT. He is also a lead auditor for Steel Fabricator Certification (SFC) Scheme.
Robert Ryan | HERA Welding Engineer
Robert is an international welding inspector (IIW IWI-S) and AS 2214 Welding Supervisor with expertise in the field of welding processes, procedures, and training of welders as well as quality management systems to AS/NZS 5131 and Steel Fabricator Certification (SFC) Scheme.
Dr Michail Karpenko | HERA GM Welding Centre
Michail, an international welding engineer (IIW), is a member of the Standards New Zealand and Standards Australia Committees including WD-003 “Welding”. He was involved in the revision and updating of welding standards such as AS/NZS 1554, AS/NZS ISO 3834, DR ISO 17607, AS/NZS 5131. He is a lead auditor for the Steel Fabricator Certification (SFC) Scheme and was actively involved in its establishment.
